Li Keqiang said that the Chinese government attaches great importance to high-quality energy development and addressing climate change. President Xi Jinping announced that China would strive to achieve a peak carbon dioxide emissions by 2030 and achieve carbon neutralization by 2060. Not long ago, the world's largest carbon emission trading market was officially launched in China.

Li Keqiang stressed that the novel coronavirus pneumonia epidemic is still rampant around the world, and the virus is undergoing iterative changes. The world economy is unstable and uncertain. The global green and sustainable development is facing serious challenges. All countries should work closely to overcome difficulties, strive to achieve development and green transformation go hand in hand, promote each other, and promote transformation and upgrading. Li Keqiang put forward three suggestions:

First, adhere to the scientific spirit and pragmatic attitude, and reasonably promote clean energy utilization and low-carbon transformation. All countries should respect and apply science, steadily and orderly, and do their best to promote the transformation of energy consumption and production mode. We should control the total amount and give priority to energy conservation. Adjust the structure and increase the proportion of non fossil energy in primary energy consumption. Pay attention to innovation, strengthen scientific research cooperation, technology transfer and achievement popularization of clean energy. Update ideas, advocate a new fashion of green and low-carbon production and life, and build a green and low-carbon society in which everyone can do and participate.

Second, continue to promote global climate governance in combination with historical responsibilities and national conditions. Developed and developing countries have different historical responsibilities for climate change, and their development needs and capacities are also different. We should adhere to multilateralism, adhere to the principle of common but differentiated responsibilities, attach great importance to the concerns and demands of developing countries, increase technical, financial and capacity support, and help them achieve green and low-carbon transformation in development.

Third, strengthen policy coordination and structural reform, and work together to achieve a balanced, green and sustainable recovery of the world economy. The recovery of countries after the epidemic must not return to the old path of high pollution and high emission development. We should properly handle the relationship between economic development, ecological and environmental protection and macro policy efforts, strengthen macro policy coordination, promote structural reform, cultivate and expand new driving forces, and promote balanced, green and sustainable recovery of the global economy at a lower cost.

Li Keqiang pointed out that as the largest developing country in the world, China needs to achieve low-carbon green development in the process of realizing socialist modernization and enabling the Chinese people to live a happy life in the middle of this century, which has no precedent in human history and requires arduous efforts. We will adhere to the new strategy of energy security, promote the revolution in energy consumption, supply, technology and system, strengthen international cooperation in an all-round way, and effectively promote energy transformation. While doing a good job in cross cycle adjustment of macro policies, accelerate the optimization and upgrading of industrial structure, make "subtraction" on the one hand, and strictly control the capacity scale of industries with high energy consumption and high emission; Make "addition" on the one hand, vigorously develop energy-saving and environmental protection industries, and inject new impetus into the world economic recovery.
