Recently, the national development and Reform Commission issued the notice on the stepped electricity price policy of electrolytic aluminum industry (hereinafter referred to as the notice), which is the concrete implementation of the national further green price mechanism and giving full play to the guiding role of electricity price signal, and will continue to promote China's electrolytic aluminum industry to improve energy utilization efficiency, It is a positive measure to promote the electrolytic aluminum industry to achieve carbon peak in advance.

1、 Early policies have achieved results

The electrolytic aluminum industry has implemented the differential electricity price policy since 2004 and the step electricity price policy since 2013. From the perspective of implementation effect, the differentiated electricity price policy has played a positive role in promoting the electrolytic aluminum industry to resolve excess capacity, promoting technological progress of the whole industry, accelerating enterprise upgrading and transformation, and improving the level of comprehensive energy efficiency. Driven by the effectiveness of policies and the endogenous power of enterprises, the energy consumption of electrolytic aluminum industry has decreased in recent years. The average comprehensive AC power consumption per ton of aluminum ingot has decreased from 14795 kwh in 2004 to 13543 kwh in 2020, a decrease of more than 1200 kwh, which is now at the global level.

2、 The policy revision adapts to the actual development of the industry and meets the requirements of double carbon goals

During the revision and of the step price policy, the national development and Reform Commission conducted in-depth investigation and understanding of the actual situation of electrolytic aluminum enterprises, held discussions and exchanges with the association and electrolytic aluminum enterprises for many times, and widely listened to opinions and suggestions. From the content of the new policy, it not only fully considers the actual situation of the improvement and improvement of technical and economic indicators of electrolytic aluminum industry in recent ten years, but also balances the relationship between energy saving of production process and energy consumption of environmental protection transformation; It not only continues the role of electricity price leverage in improving the quality of industry development, but also scientifically adjusts the price increase method; It not only puts forward the incentive policies for actively consuming clean energy enterprises, but also defines the policy ban on local preferential electricity prices; It not only conforms to the overall goal of national carbon peak and carbon neutralization, reflects the overall idea of deepening the reform of price mechanism during the 14th Five Year Plan period, but also defines the requirements of the state for the electrolytic aluminum industry with high energy consumption and high energy load under the new situation. The main contents include:

First, the index requirements have been adjusted to make the assessment scope more. The notice no longer uses the AC power consumption of liquid aluminum electrolysis as the assessment index, but instead uses the comprehensive AC power consumption of liquid aluminum to classify the step price of electrolytic aluminum industry. The adjusted index calculation range adds auxiliary power consumption on the basis of process energy consumption, making the assessment range more.

Second, phased targets have been added to guide enterprises to continuously save energy and reduce carbon. The notice specifies that the grading standard of comprehensive AC power consumption per ton of aluminum liquid is 13650 kwh, which will be further reduced to 13450 kWh and 13300 kwh in 2023 and 2025.

Third, eliminate desulfurization power consumption and encourage enterprises to pay attention to environmental protection. According to the notice, desulfurization power consumption is not included in the statistical caliber of grading indicators in 2023 and 2025, which effectively resolves the contradiction that enterprises will be increased due to increased investment in environmental protection.

Fourth, the way of price increase has been changed to enhance the willingness of enterprises to save energy. The notice makes it clear that for enterprises higher than the grading standard, the progressive price increase method is adopted, that is, "the power consumption for liquid aluminum production is increased by 0.01 yuan per kWh for every more than 20 kwh", which reflects the sensitivity and importance of electricity price to the survival of electrolytic aluminum, and the punishment is not to let them withdraw from the market, but to promote their energy-saving transformation and upgrading and improve their market competitiveness.

Fifth, a differentiated policy for the use of clean energy has been added, which helps to stimulate the optimization of energy structure. The notice emphasizes that enterprises are encouraged to improve the utilization level of non-aqueous renewable energy, and will support electrolytic aluminum enterprises to consume clean energy such as wind power and photovoltaic power generation by reducing the price increase standard.

Sixth, strengthen the energy-saving management of electrolytic aluminum enterprises by means of energy-saving supervision. The notice requires that the provincial energy conservation authorities should carry out energy conservation supervision on all local electrolytic aluminum enterprises every year, covering a variety of power consumption modes such as grid power and self provided power, so as to create a fair business environment.

Seventh, increase the tariff payment system, and strictly earmark funds. The notice emphasizes that 90% of the tariff increase funds formed by the implementation of the stepped tariff policy for the electrolytic aluminum industry will be used to support the energy-saving transformation, transformation and upgrading of high energy consuming industries and the construction of new power systems.

3、 Respond to national policy requirements and make great efforts to continuously promote energy conservation and emission reduction

For the electrolytic aluminum industry, electric power is related to the lifeline of the survival and development of the industry. On the one hand, continuous and stable electricity is the core guarantee to maintain the normal production and operation of electrolytic aluminum cells. On the other hand, fair and reasonable electricity price is the core factor affecting the production and operation of electrolytic aluminum enterprises. The current electrolytic aluminum technology determines that its production process needs to consume a lot of electric energy, and the proportion of power consumption cost in the total production cost of electrolytic aluminum has been maintained at about 40%. This also makes China's electrolytic aluminum industry always committed to the development and application of large-scale, intelligent and energy-saving electrolytic cells in recent ten years, especially the implementation of low-voltage energy-saving technology to optimize the power consumption index.

It should be noted that in the absence of new technological breakthroughs, especially under the situation of increasingly strict environmental protection policies and continuous improvement of intelligent level in the future, it is very difficult to further reduce the power consumption of electrolytic aluminum, and even some enterprises are facing upward pressure. According to statistics, the power consumption of electrolytic aluminum in 2019 is basically the same as that in 2018, and there is a slight increase in 2020. For existing electrolytic aluminum enterprises, it is quite difficult to reduce the comprehensive AC power consumption per ton of aluminum liquid to 13300 kWh (excluding desulfurization power consumption) in 2025, which requires industry enterprises to attach great importance, not only to increase investment in technology R & D and tackling key problems, find technical paths and management optimization measures to further reduce consumption and tap potential, but also to actively adjust energy structure and actively increase wind power Utilization proportion of clean energy such as photovoltaic power generation.

In conclusion, the policy introduced this time is not only a specific electricity price mechanism, but also an effective energy conservation and carbon reduction measure, which further reflects the future direction of the country's price mechanism reform. Especially under the current goal of carbon peak and carbon neutralization, it will be the general trend to adjust the energy structure, reduce energy consumption per unit product and reduce carbon dioxide emission. As a major power consumer, the electrolytic aluminum industry should attach great importance to it, make great efforts to promote energy conservation and carbon reduction and continuously improve energy utilization efficiency.
