1、 The realization of peak carbon neutralization puts forward new and higher requirements for energy conservation and carbon reduction

Energy conservation is an important measure to promote the adjustment and optimization of industrial structure. The emphasis on industrial structure and low energy efficiency are the difficulties for China to achieve carbon peak and carbon neutralization. Energy saving is an inevitable choice to alleviate the contradiction between energy supply and demand. In terms of demand, China's per capita power consumption is only 56% of that of OECD countries. 2、 Solidly promote the key work of energy conservation and carbon reduction in the 14th five year plan

The "14th five year plan" is the first five years for China to embark on a new journey of building a modern socialist country in an all-round way and march towards the second Centennial goal. It is a key period and window period for carbon peak. We must thoroughly carry out Xi Jinping's thought of ecological civilization and conscientiously implement the decision making and deployment of the Central Committee and the State Council on carbon dioxide and carbon neutral. Based on the new development stage, we should complete, accurately and comprehensively implement the new development concept, build a new development pattern, promote high quality development, and enhance the sense of urgency, responsibility and mission. We will implement energy conservation in all aspects and the whole process of economic and social development, vigorously promote structural energy conservation, technical energy conservation and management energy conservation, accelerate the green and low-carbon transformation of production and lifestyle, and help achieve the goals of carbon peak and carbon neutralization on schedule.

Make overall plans for energy conservation and carbon reduction in the 14th five year plan. Study, formulate and report to the State Council for printing and distributing the comprehensive work plan for energy conservation and emission reduction in the 14th five year plan, and clarify the overall ideas, key projects, major policies and safeguard measures for energy conservation in the 14th five year plan. We formulated, printed and issued the implementation plan for strengthening the energy conservation of the whole society and promoting carbon peak, and further refined the implementation of the energy-saving objectives and tasks of the 14th five year plan. Taking the energy output rate as an important basis, decompose and implement the energy-saving objectives of the 14th five year plan to all regions, compact the objectives and tasks, and ensure the completion of the goal of reducing energy consumption per unit of GDP by 13.5%.

We will strictly control the intensity and total amount of energy consumption. 3、 Continuously strengthen the institutional guarantee and basic support for energy conservation and carbon reduction

According to the target requirements of carbon peak and carbon neutralization, strengthen policy coordination, improve the institutional system, build a long-term mechanism, promote the modernization of energy-saving management, service and supervision capacity, and accelerate the formation of an incentive and restraint mechanism conducive to green and low-carbon development.

Strict responsibility for energy conservation objectives. Strictly carry out the responsibility assessment of energy consumption double control objectives of Provincial People's governments, and the assessment results serve as an important basis for the comprehensive assessment and evaluation of leading groups and leading cadres of Provincial People's governments. Consolidate the basic capacity of energy conservation. We will improve the system of energy measurement, statistics and monitoring, improve the statistical system and index system of energy consumption in industry, construction, transportation and other fields, and gradually promote the sharing, analysis and application of big data resources in the field of energy conservation and carbon reduction.
